ACCEPTANCE  OF THE MAY 10TH AND MAY 24TH MINUTES WERE TABLED  AT THE REQUEST OF COUNCILMAN WATERHOUSE.

SUPERVISOR DISCUSSED PAYMENT TO THE EMS: BUDGET WAS APPROVED FOR $339963,66.  SUPERVISOR ISSUED A  CHECK FOR $121911.46 WHICH WAS CORRECT PER THE BUDGET. A CHANGE IN THE EQUALIZATION RATE WAS NOT UDATED IN THE EMS AGREEMENT GIVEN THE TOWN.  THE CHECK WAS WRITTEN EARLY AS THE EMS AUDIT HAD NOT YET BEEN RECEIVED.

SCOTT STONE  (VIA ZOOM) – BUDGET AND APPROVAL OF EQUALIZATION RATES WERE IN  LATE OCT. AFTER SUBMISSION, FINAL NUMBERS WERE BASED ON THOSE NUMBERS . AFTER BUDGETS WERE APPROVED, THE EQUALIZATION RATES CHANGED AND ROCKWELL FALLS WAS NOT NOTIFIED OF THE RATE CHANGES.  PER THE  CONTRACT, RATES WERE BASED ON THE RATES PROVIDED BY THE TOWN OF HADLEY.

COUNCILMAN FAZIO – WHEN DID YOU KNOW THIS? YOU MUST HAVE AN AMENDED CONSTRACT.

SUPERVISOR MERLINO SAID  CUT THE  CHECKS PER THE BUDGET AMOUNT WHICH IS CORRECT NOT THE CONTRACT AMOUNT.

COUNCILMAN FAZIO – SHOULDN’T HAVE ROCKWELL FALLS BEEN NOTIFIED IF THE RATE CHANGED.YOU DID NOT HAVE THE AUDIT.  YOU SENT THE CHECK WITHOUT THE AUDIT.

SUPERVISOR MELINO – THE CHECKS ARE RIGHT.

COUNCILMAN FAZIO – THE POINT IS THAT YOU SENT THAT CHECK IN WITHOUT KNOWING IF THE AUDIT WAS IN HOUSE OR NOT. AND IF IT WAS IN HOUSE, YOU DID NOT LOOK AT IT. YOU BROKE THE PROCEDURE WITHOUT THE AUDIT.

ROBERTA VANDERZEE –  RESOLUTION 81 IS BEING RE-SUBMITTED?

COUNCILMAN WATERHOUSE – THAT RESOLUTION WILL BE PULLED.
